A Florida cyclist has been charged with kidnapping after he was allegedly struck by a vehicle, according to an arrest report from the Lake City Police Department.
Danny Keith Phelps, 67, has been charged with kidnapping, assault with a deadly weapon, and tampering with a witness following an incident on Jan. 30. That day, authorities were called to a local pharmacy around 1:15 p.m. local time regarding reports of aggravated assault and false imprisonment.
At the location, an officer spoke with a woman who claimed that she had “encountered” Phelps around 11:30 a.m. that morning while he was on his bicycle at a traffic light and she was leaving the pharmacy in her vehicle to deliver medications. The unidentified victim reported that she and Phelps had each waved the other on, leading to a misunderstanding where both headed for the intersection at once. The female driver “bumped into the subject, causing him to fall,” the report states.
The woman then claims when she got out of her car to assist the man, including calling 911, he knocked her phone out of her hand and told her not to call anyone. “You’re going to give me a ride or I’m going to hurt you,” Phelps allegedly told the woman. She put his bike into the back of her car and Phelps got into the front passenger seat, allegedly unfolding a pocket knife on his lap as he directed the woman to a location. When they arrived, Phelps retrieved his bike from the car and rode off. The woman returned to the pharmacy, where she phoned police.

The following day, a man reportedly identifying himself as "Danny Phelps" called the pharmacy and claimed that he had been struck by one of the company’s vehicles and wanted reimbursement for his damaged bike. He left a callback number which police used to track down Phelps’ address, but they did not find him at that location. On Saturday, Phelps contacted the police to file a report regarding the traffic accident.
On Monday, Phelps sat for an interview with authorities. When asked if the woman had offered him a ride after the crash, Phelps allegedly responded: “Not really. I said, ‘You need to give me a ride home,’ and she said she’s not supposed to give anybody a ride [in her work vehicle] and I said, ‘I don’t give a crap,’” the report reads. “Phelps stated that he was very mad and upset,” it added.
Phelps allegedly told police that he instructed the woman to come back to his house at a later time to “work out something for payment,” but she told him that wouldn’t be possible. When pressed on what he intended to discuss with the woman, Phelps allegedly informed officers that he wanted to “work out a relationship with her.” He is being held at the Columbia County Detention Center on a $150,000 bond.
